cl_bob is a CVAR that controls weapons' bobbing, i.e. weapon moving while walking. The default value is 0.01, but in order to achieve the best segment transitions in speedruns, it's being changed to 0 while speedrunning takes place. However, if your demos are to be captured with HLAE, then it is not really necessary to disable bobbing for this purpose, because you can always capture the viewmodel separately.
