bad or not you're not allowed to do that and that's why people had to unpack the addon and go into the code and remove those lines of code and its grounds for getting your addon banned off the workshop because people like shermann (the authors original username he went by) were so petty AF that people who knew about the code would hate him and not only that hes super hard to work with when you commission him, don't bother commissioning him.
honestly there's better authors out there than shermann going to be completely honest. his work looks good on the surface but honestly he cant code with quality its meh quality he pumps out and i would know I've extracted similar addons people have made compared to shermann and gonna be honest his coding skills compared to the authors of the other addon makers and authors is subpar AF.

IMAGINE being such a petty AF ruzzoid m0sk@l that you dmca a skin via a material stool gun but people are aloud to make z-t@rd skins only but god forbid you make a ukrainian symbol on the plane then its a dmca even though thats dmca abuse and technically illegal and against steam's TOS, meanwhile they tend to steal a lot of models and have full control freak levels of dictatorship over the model he ripped from the workshop or internet and dictate which skins can and CANNOT be made.
