The fact that having emergency services makes the capitalists instantly froth at the mouth is kind of broken
And by kind of I mean game-breaking and makes me not want to play with this mod as-is
I'll edit the files manually, but just saying that having -11% opinion just for some emergency services is insane. I doubt capitalists would care and saying they think it is "meddling" is ridiculous.
Other than that, great mod that adds a lot to the game
Really, all this mod does is expose the fact that extremism is stupidly quick to rise in this game.

While terrorism is a difficult issue to solve and has no real practical solution in our world, adding something to the game that has no solution and just makes the game all around unpleasent to play is NEVER the solution; Thats the sort of thing that EA would do.
I have a ludicrous police state with every possible policy in place and fully funded to prevent an attack. Nothing works. Random attacks happen (I have the martial law mod as well) under extreme authoritarian police/millitary state. Either the terrorists have a TARDIS and they escaped the notice of the CCTV cameras plastered everywhere and the police drones, I don't get it.
I'm a little steamed atm. Guess it's good there happens to be a version with no terrorists. ://
