I believe the swiss garrison hats have too high a base def value, since some of the fabrics have very crazy boosts. Based on my calculations, hyperweave or thrumbofur Swiss garrison hats would actually provide more defense than a power armor helmet of equivalent quality, which doesn't seem balanced given their comparative accessibility and rarity.
However, I noticed that the non-craftable hats have zero or negligible prices (had a trader show up with a devilstrand ambassador hat that costs nothing!).
Apparently, since the hats didn't have WorkToMake and costStuffCount the game decided they're worth nothing... adding these lines in seemed to give these hats proper prices again.
Would it be possible to disable specific hats in the future?
Also, great mod, I love the balaclava and bowler caps :)

@ben i have planned to figured out how to add more apparel clothing so i can add neck stuffs, but i am pretty busy right now. And "ushanka" already exist yknow :v
