Models having no difference? Wrong, the 2 versions has different physics to them. This feature is mainly for people who use ragdoll mover .
Most features are only enabled trough using ingame tools (model manipulation), so before saying these features are not available, why don't you check how to toggle bodygroups ? You need to press C, right click on the model and toggle between the "hat" options (It is named 'hat' due to how ingame-TF2 model replacements work).
