Found Merchant Republic

Kuvaus
Makes the decision "Found Merchant Republic" available to everybody.

You must be an independent duke or above to activate it.
Also requires you to be male and have a coastal city as your capital.

You can change your capital holding to a city you own by right clicking it.
(Requires Patch 2.4 and the DLC "The Republic")

merchant republic mods seem to usually work which is nice. time to turn the byzantine empire into a merchant republic!

When I go from tribal to MR, I find that I have no option to upgrade my Merchant City lvl 4 holdings into Cities. When I click through to look at the holding in question, the numbers are bizarrely high and the game crashes.

I like the ability for Feudal Lords to convert to a Republic,
but it seems to me that it should only be available with certain prerequisites.

Maybe limit the decision to Dukes normally, and Kings only when you have low centralization and high to absolute authority to model how the Feudal underlings would react.

I don't think Empires should be able to do this at all.
But with more limits than King it might be ok.
