To load shortlists in game 'Subscribe' to it on the Workshop and then in game go to the 'Scouting' page in game, there's a tab called 'Shortlists and in the bottom left there's a tab. From the dropdown menu that opens select 'Load Shortlist' and then simply select the shortlist that appears.
