Description
Adds the Manchu Civilisation to the game. Based on Korea Scenario

UA: Eight Banners
Land melee military units trained in the Capital have a chance to capture defeated enemies. Captured workers may build the unique improvement of the original owner.

Unit capture works the same way as the prize ships promotion; the weaker the unit, the higher the chance of capture (max 80%).

Captured workers will be normal unless the original owner is one of the following civilisations, and then it will keep the 1 extra build: Brazil (Brazilwood Camp), France (Chateau), Portugal (Feitoria), Morocco (Kasbah), Polynesia (Moai), Netherlands (Polder), Inca (Terrace Farm)
They still require the necessary technology.

UB: Foundry
+15% Production when constructing Buildings. +1 Production for every 4 Citizens in this City.

Replaces the forge, doesn't require an improved iron resource but does require 1 iron.

UU: Gatherer
Unlike the Worker, which it replaces, the Gatherer cannot construct Improvements. The Gatherer may pickup resources outside of foreign territory, and drop them within their own territory. This only works for Animal Husbandry, Calender and Trapping resources. While carrying a resource, the Gatherer only has 1 movement.

Gatherer is unlocked at Animal Husbandry and can also remove forest, marsh and jungle.

There is no AI for Gatherers, so they are automatically converted into workers on the following turn for AI (excluding barbarians). Human players can still capture and use Gatherers as normal.

For the sake of realism and balance, the Gatherer can only move the following resources:
Horses (will place 2 or 4 horses accordingly), Banana, Wheat, Sheep, Bison, Cattle, Cotton, Fur, Dye, Citrus, Spices, Ivory, Incense, Sugar, Silk, Wine, Truffles, Cocoa.

These resources may only be placed on valid terrain specific to that resource (hills can be used regardless).

Attempting to place on a hidden strategic resource will void the action and send a notification, so the iron/coal...etc isn't removed.

Compatibility
Will conflict with anything that modifies EnemyUnitPanel.lua. Can't move modded resources with Gatherer. Can't build modded improvements with captured workers.
