Deadly Nukes

Description
Adds Population damage to nuclear weapons because not having that seems stupid
currently deadlyness in state popualtion:
nuclear bomb: 50000
nuclear missile: 100000
thermonuclear bomb: 250000
thermonuclear missile: 600000

Go out there and bathe the world in nuclear fire

i haven't touched that but nukes should damage divisions in base game.
i will look at it if i got the time.

one of my other favorite nuke mods that also increase damage to population got removed. either by author or woke devs. be careful.
