Adds a researchable strategic op that teleports an owned army to your capital. The target army must be within friendly domain, and they lose all their movement points for that turn.
Costs 10 op points and 100 energy to prime.

Currently unlocked by researching Accelerated Force Deployment in the Society\Economy tech branch.
(The sub-skill that unlocks the op is called "Emergency Recall" and you should see it listed when hovering over the Accelerated Force Deployment tile.)
