Hero Settings - 7 Points Per Level

Increases the number of skill points gained per level from 5 to 7.
Also slightly reduces hero recruitment delays and prices (very comfy when playing with more heroes than default).


Details:
- Increases the skill point gain from 5 to 7 per level.
- Initial delay and delay between hero recruitment opportunities reduced from 10 to 8 turns.
