Fix broken MOD equipments

Description
As of 2023/08, the following MODs those Mr. Riggs can equip are broken:
- Gathering Tools: FP value is too low. FP regen cooldown and item cooldown are not working.
- Discovery Tools: Item cooldown is not working.

This mod fixes those bugs.
