Empire Skill Cost Doubled

Doubled all Empire Skill costs, all affinity lines effected, all tiers effected T1-T10. For example "Basic Seafaring" cost went from 50 to 100.

This makes every Empire Skill cost twice as much as normal. The amount of affinity accumulation required is not changed (how long it takes for you to be able to purchase the Empire Skill with Imperium). If you know how to mod the amount of affinity accumulation required please tell me.

empireprogression can change affinity accumulation required.
