Viral's Vanilla Tweaks: Weapons, Mutations, and Affixes

This mod is meant to touch up some items and other areas of the game where the balancing is a bit off to improve the experience. I try not to stray from vanilla design philosophy or the vanilla intent for each item, so you can consider this a 'Vanilla+' experience.
This is one of two mods in the 'Viral's Vanilla Tweaks' collection, which includes this mod for weapon and affix changes, and a second (currently in development) mod for changes to biomes and enemies.
