Toggleable Wall Climb

This mod modifies the wall climb tech so that you can toggle its wall climb functionallity on/off by pressing the special 3 key (default should be H) instead of having to mess around with the tech menu every time it's needed.

Does not add a keybindings listing, you'll need to install another mod that adds one for the 2 unused special keys if you want to change it (should be referred to either as "special3" or "Activate Legs Tech").

Tested and works with the lastest version of Frackin' (6.2.4).

Also, yes, this is clientside, I had to sacrifice it's dedicated sound pools to do so.
