Hello and welcome to this little guide. I know the likely hood of people needing this guide 9 years after the games release is slim, but I thought why not. This guide will hopefully help you through the main 11 missions challenges plus the 5 Strike-force missions challenges and help you find every piece of intel. Gaining a total of 4 achievements, which are Just Getting Started, Mission Complete, Giant Accomplishment and High IQ.
Now, the reason why you want to do both the Intel and the challenges in the same playthrough is simple, finding all the intel counts as a challenge in every mission. So if you're an achievement hunter (which is likely why you're here) you're gonna want to save your time.

There is averaging out, about 3 intel and 10 challenges per mission, totalling up to 33 intel and 160 challenges.
You are rewarded for the first 2 and 5 challenges in each mission, the rest are technically optional, unless you want the achievement that is. Also, a tip to remember, bring the access kit on every mission if you're going for all the challenges.
There is no Intel in the strike-force missions. But there are challenges.
Anything marked SF is a Strike-Force mission.

I did gain majority of the info from guides made years ago, but couldn't find any on Steam in written form, so here you go.

– Use elevated improvised positions for confirmed sniper kills (x20)

Intel Locations
Intel Item 1
At the start of the mission, you will ride on the side of a truck for a minute or so. When you get off, go forward and then to the truck that allows you to open the back door to access mortar shells. To the right of it, a mortar will blow a hole in the ground and reveal the intel.

Intel Item 2
When you and Hudson arrive on the gunboat, climb the ladder to reach to upper deck. Take the left path and on the right side, and across from the gun emplacement will be the intel sitting on the ground.

Intel Item 3
After your encounter with Menendez at the radio hut, you and Hudson will carry Woods through the forest, stopping twice to defend your position. At the second time, check the sniper perch on the right side (facing the approaching enemies) and you will find the intel resting up there.

Intel Locations
Intel Item 1
When you reach the helipad and destroy the helicopter, you can find this piece of intel in a small room directly to the left of the pad. Enter the room there and it will be sitting on the desk.

Intel Item 2
Once inside the underground lab, fight through the enemies until you come to large room with a large staircase at the far end in the centre with two yellow stripes running up along each side of it. When you see it, go to your immediate left and there will be an open office there where you can find the intel sitting on a desk.

Intel Item 3
When you reach the small room where you are shown the Celerium, you will soon exit as a rush of enemies appear. Deal with them and then go to the far, opposite end, of where the Celerium chamber was to find the intel sitting on a desk.

Intel Locations
Intel Item 1
Near the beginning of the mission, you will enter a cave and have a cut-scene briefing. Once the scene is over and you are back in control, look to the end you will see it on a crate against the wall.

Intel Item 2
When you leave the first cave after the cut scene and grabbing the first intel item, you will hop on a horse and need to ride out into the desert to the next objective. Instead, ride straight out from the base until you come to a large set of rocks with a red flag at the base standing in some tires. The intel will be on the ground beside the flag. Look well though, as it can be tough to spot.

Intel Item 3
Once you are riding out to the weapons caches, you will come to the second one that is on a Cliffside with a few wooden bridges to the left and right of it. The intel will be led up against the wall in a small cave moreso on the right of that cliffside.

– Locate evidence of CIA presence

Intel Locations
Intel Item 1
When you are in control of Raul, there will be a time that you will enter a large barn on your rampage. When you enter it, make your way to the far end and there will be a wagon on the right side near the exit. Hop up on the wagon and the intel item will be at the rear of it.

Intel Item 2
When playing as Mason and Woods, you’ll approach a large building where Woods will mention snipers in the archways. When you are in the courtyard in front of the building, go to the right side and there will be a doorway next to a red set of scaffolding. Climb the ladder that leads to the top of the bell tower inside the doorway and at the second level the intel will be there.

Intel Item 3
Once inside the building, Woods and Mason will enter a trap door to go down to the cocaine facility. Once you enter the large room with workers and guards, clear it out and then head to the far left side and in a small room there will be the intel sitting on a bench to the right side

– Avoid damage from large debris in streets
– Direct CLAWs to eliminate enemy personnel (x8) in the flooded street
– Record 400 TB of data from Menendez surveillance
– Incinerate enemy personnel (x10) with Flamethrower Attachment
– Protect CLAWs (x2) from destruction
– Deploy SOC-T boost to find alternate routes (x2)
– Destroy enemy vehicles (x20) with drone missiles
– Destroy enemy vehicles (x8) with the SOC-T
– Collect Intel (x3)
– 100% survivability rating

Intel Locations
Intel Item 1
Near the start of the mission, when you and Harper get the CLAW named Maximus moving, look to the right of the room you are in and the intel item will be on the shelf.

Intel Item 2
After you and Harper jump down the alleyway to avoid the bus that comes floating down the street, duck into the small opening on the right and the intel will be on the ground right next to the entrance.

Intel Item 3
Once you pass the two spotlight drones, you will finally get to dry land at the end of the street. Before going through the opening in the wall to the right, go forward a couple steps to find the intel on the ground there in the dark.

– Obtain retina scan in less than 60 seconds

– Incapacitate enemy personnel (x20) using Combatant Suppression Knuckles

Intel Locations
Intel Item 1
Once you enter the server room, go to the far right and continue forward through the room to find the intel on the desk to the right just ahead of you and before the elevator that you walk into.

Intel Item 2
When you are in the mall, there will be stores on both the upper and lower levers. Go down to the lower level via the stairs and head to the right side to find a clothing store called d’HO. Enter it and behind the counter at the back red wall will be the intel on a shelf.

Intel Item 3
When chasing DeFalco through the large wide open area right near the end of the mission, stick to the right side and just after an advertisement sign of a woman that says “Salon” and before a sign that says “LKH”, the intel will be on a kiosk that can only be seen from the other side. Grab it quickly and then continue your chase.

– Perform a knife throw at enemy guard post.
– Survive an enemy RPG blast which causes enemy collateral damage

– Distract enemy personnel (x8) with Nightingale grenades at the same time
– Eliminate enemy personnel (x15) with IR strobe
– Eliminate enemy personnel (x8) in the clinic
– Collect Intel (x3)
– 100% survivability rating

Intel Locations
Intel Item 1
Once you and Mason infiltrate the building by entering the skylight on the roof, walk along the catwalk to the left and go through the long office. At the end, make a right and before going down the stairs there, the intel will be on the shelf to the left.

Intel Item 2
When you are escorting Noriega, you will be told to head to a church to the north. Just before you reach it, go to the left of the courtyard in front of it and there will be a building with a large hole in the wall. Enter the building and go directly forward as you enter to find the intel on the counter there.

Intel Item 3
As soon as the cutscene ends from just after the previous intel item, walk forward through two doorways directly in front of you and you will find the intel item on the table against the wall, beside a sink. If you reach the nurse who needs help to the left, you have gone too far and will need to go back into the previous room.

Intel Locations
Intel Item 1
As soon as you are able to start firing, go to the right side of the large courtyard and at the far end (to the left of the archway) will be a staircase. Take it up and the intel will be on the ground in front of the next set of stairs leading up.

Intel Item 2
Immediately after you take control of Mason, you will run forward and turn left down an alley with some quad-choppers. Around the corner that opens up to a larger area, there will be a soldier firing from a ground floor window with a TV screen behind him. Kill him and then enter the room and look in the far corner for the intel hiding on the ground.

Intel Item 3
Just after you exit the town and are running along the dirt path with the Quad-rotors, you will come to a path on the right side that leads downwards. Take it and follow it to the building that is just ahead and climb the steps on the right side. Circle around to the ladder behind the building and climb to the roof where the intel will be sitting on the left side beside a large white tank.

– Locate gift in Mason’s state room
– Incapacitate enemy personnel (x20) using Combatant Suppression Knuckles

– Eliminate enemy personnel (x10) with security turret
– Destroy security turret (x3) while disabled
– Eliminate airborne enemies (x8) before they land
– Direct CLAW to eliminate enemy personnel (x5)
– Get to extraction in under 90 seconds
– Collect Intel (x3)
– 100% survivability rating

Intel Locations
Intel Item 1
After the interrogation, you’ll eventually come to the large Comm Room that is full of computers, enemies, and a turret in the centre. Once you clear it out, go through the doorway on the right and it will lead you to the bridge. On the right side on the console there will be the intel.

Intel Item 2
Once the scene with Menendez and Briggs is over, and your objective to reach the hanger pops up, go to the right and down the stairs. When you come to the doorway on the right side, there will be another staircase leading up to a small room. Go in there before heading down to the hanger and find the intel inside.

Intel Item 3
Once you have met with Salazar in the hanger, ride the deck lift up to the top deck of the Obama and make your way to the right. Move forward along the right side and you will come to two VTOLs with the rear ramp down. Enter the second one and the intel will be at the front of the plane, at the open door next to the cockpit.

Intel Locations
Intel Item 1
After you take out the drones with the missiles, you will be given the option to snipe or rappel with the President. Whichever you choose, you will end up rappelling down anyways, so once you do reach the level below and make your way up the left side. You will see a burned out car with flames still going there and the intel will be on the other side of it.

Intel Item 2
Right after you finish driving the truck and destroy the first CLAW that approaches, enter the lobby on the left side and you can find the intel on the counter in the centre of the room.

Intel Item 3
Just up the street a little ways from the previous intel item--after you destroy the third CLAW-- you will enter the Downtown Plaza. Go through the door on the left side to enter it and then follow the stairs up to the second floor. When you reach the second floor, look to the right side and there will be a shirt vendor where the intel is sitting.

Intel Locations
Intel Item 1
When you head up the large set of stairs and two machine gun jeeps appear, go to the right side and there will be a small building there labeled 27. Head inside after clearing it out and make your way up the stairs to find the intel on the second floor along the right side wall.

Intel Item 2
When you enter the broadcast room, you will get into a large scale battle. Clear out the room with the many computer consoles on the rising levels and make a right of the entrance. When you reach the top of the stairs, look for the intel on the console located on the third row down from the top and to the right side.

Intel Item 3
The final piece of intel can be found in a circular room after leaving the broadcast room and going through a large metal door that has blue stripes on the pillars in it. When you enter it, go to the right and you will see a mop bucket blocking a staircase. Go down that staircase and follow the walkway around the edge of the room. You will find the intel on a crate against the wall glowing in the darkness.
