Proxis Minor Survival Rebalance

Small survival rebalance for my server:

Hydrogen and Oxygen tanks of the character are now 5 times the original.
OxygenConsumptionMultiplier is now 10 (1 original).
Oxygen Farms produce now 5 times more oxygen (0.15 instad of 0.03).

Jetpack:
ForceMagnitude is now 2250 instad of 3200. In gravity this is enough to get in the air, but not much else.
SlowdownFactor now 1 instad of 5. It will break and accelerate at linear rates.
EffectivenessAtMinInfluence is now 0.1. This will make jetpacks in space only 10% as strong. Acceleration is about 1 m/s in space.
Hydrogen convertion efficiency now 7% from the original value. With the added tank size this is enough for short burts and a hydrogen flask will give about 1.5 full suit charges.
