Report a translation problem
If I might make a suggestion, perhaps you can knock down the Tier 3 demand for the products? Or alternatively, add in a new "Lego Starter Kit" or "Lego Basic Set" item that would have Tier 3 demand, and leave the more specialized ones here at Tier 2.
I only suggest it b/c the alternatives are to let the demand be unfulfilled or set up 9 specialty Lego stores, one for each product.
