I'll say create a new No Mods world and try till it works

That one is too big for the Bp table but I am able to build this one in the last game version so not tested in the Community version.
Maybe try a Vanilla world in the default game version and publish a save where you tried and it's not working, just publish the save on the Workshop and paste the link here in the comments.
All the blocks are shown as 100% but you can go through them. When you try to build it says you do not have the necessary material when, I am sure, the materials are in my inventory
