That's modern Steam (well, any site basically) for you.. sucks, sorry.
I'm really not a fan of how moderation is handled nowadays. I get that you might want to not allow X or Y, but there needs to be clear guidelines and not this current BS where the moderator can freely decide what's okay and what's not, based on a whim. There's a ton of weird ♥♥♥♥, like how you're not allowed to show alcohol in any content you upload, yet, there's like a billion games with alcohol displayed within them.
And then there's, as you've said, official stuff which is borderline porn as well.
I have a bunch of BGs on my main where you can see nipples through clothing. Like the actual clothing's semi see-through. Same game has a trading card where the full art shows a cameltoe. ♥♥♥♥'s rigged.

had my pfp for like a year and then i posted a workshop collection for l4d2 and got hit with "your profile picture violates steam's guidlines" or something similar so i "censored" it
even tho there are worse gooner bait pfps that you can buy with steam points, community mods will just find any reason to flex their power and ban/remove certain workshop content its actually insane
