I'm banned from the contracts forum, but saw your post.

Quite often, regardless of using a VPN and or a non-german key, if your STEAM language is set to German, it will only allow the cut version.

It was like this for me with killing floor...UK code, English language = uncut.
Changed STEAM to german=cut version.
