Report a translation problem
I would do the steps I mention in http://cpucores.com/manual + go to Advanced -> Constrain Web Browser and ENABLE this.
Then use FRAPS for testing. FRAPS free version fps benchmark (not video recording). Play the game as normal (all your normal apps, browsers, Steam, etc open) and use it with and without CPUCores for maybe 5 minutes. Then open the FRAPS log files and compare results, especially the minimum FPS.
