Edit - As of November 2024 (Summer Update 2024)
There's a bug with "A Bird in Hand" quest that won't let you progress after a certain point. Like most people, I couldn't get it to work with the solutions found online. Had to rely on save file from another player who completed this quest to "get" the achievement associated with that quest and resume playing rest of the game with my save(my save game still has this quest marked as Incomplete.)
