despite what said, however, a lot of problems still persist after reading through this. my internet is generally a stable 125MB/s (1000mbs, private wiring) so im sure my network latency isnt an issue. so it generally doesnt happen on other games unless they have a netcoding problem; or even a server problem.
going to the official discord to find other players to play with may not be a bad option, it opens up more possibilities for the game and im sure i'd enjoy it, but i still wont get that same kick i get from playing a ranked mode which has actual skill groups. perhaps there is a group of users which does that but i still think the same problem may arise anyhow.
It probably won't help you but personally I don't have instable internet but when I play with people who have one the things you describe happens. But even so if I encounter lag, as an experienced player I learned to read the game and to predict my enemy so I can predict lag too. If an EU player want to play with NA player he will certainly have lag so we all must learn how to deal with it even if I agree with you it would be great to don't have any. In reality lag is present in almost every online game.
Lastly I must say that lag in this game is pretty frustating mostly against opponent that use it dirty at their avantage. But it is mostly really bad player that can only win with that by using character like Switch or else. When you get good at this game you understand how to counter that but if you just began the game I understand how frustating it could be and also that you can't get better if you don't play.

I understand you cannot enjoy the game with lag like that, maybe I can recommand you to go on the official Discord https://discord.gg/reptilehideout and look for people to play with which are really close to your location and to be known as people with really good internet. Like that you should be able to know if it's your internet or the game the problem.
You can also check with another internet connection (like your phone maybe?) to see if the ping even if a bit higher, can be more stable/constant. Also if you host the game, the lag should be reduced.
If it doesn't help you at all you can ask for help in the Discord the community is nice and will try to help you, and if you don't find any help you can still ask for a refound maybe the devs will accept.

Usually this happens when your network connection is not stable and can vary a lot from low ping to high ping. I wonder if you have other games when this happens or not at all ?
Usually the netcode isn't bad in a versus fighting game like this but as always it depends more of your internet quality than the netcode.
Also the matchmaking is supported by Steam.
I have a lot of hours playing this game and I don't think it's bad at all.
