“Review” Cities: Skylines II – “A Bad Game?”




– "Ladies and gentlemen, let me introduce you to the worst game launch ever. And honestly, I didn’t know something like this was even possible, especially for the Cities: Skylines series. What was the problem with Paradox? Probably no one can answer that question. My main issue is OPTIMIZATION. But let’s start by reviewing the changes introduced with this game.”




“Changes”

  • Graphics
    – “The first thing I’d like to highlight is the graphics—they have indeed become more realistic. Honestly, for me, that’s a plus. The developers likely followed the trends from the first game. They must have seen the screenshots and videos shared by players and understood how the second part should look.”

  • “Gameplay”
    – “Overall, the gameplay hasn’t changed much, but it has improved. Road construction has been completely transformed—it now looks like the mods created for the first part. And honestly, that’s exactly what I wanted to see in the first Cities: Skylines. The road-building mechanics in the second part are incredibly satisfying—ASMR for the eyes. The main gameplay addition in the second part is ECONOMY. I’ll dedicate a separate section to it below.”

  • “Economy”
    – “Economy is an essential part of this game. Honestly, it’s been made more complex since you now start with $1,000,000 to build your city. Initially, it seems like a huge amount with which you can create a metropolis, but it’s not that simple. Electricity production is now very expensive, and services cost more. Inflation has hit the game compared to the first part.

    I must note that people are crucial to the economy, and here the situation is honestly TERRIFYING. What’s the main problem? It’s not the concept but the gameplay implementation of citizens. Each social group has specific housing needs: young people prefer cheap apartments in high-rises, elderly people need single-story houses, and middle-aged groups favor low-rise housing.

    This creates a constant demand for single-story houses, turning your city with advanced infrastructure into a sprawling one-story metropolis. The idea is excellent, but the implementation is poor.”


  • “Mods”
    – “Cities: Skylines has always been famous for its modding support, which was great because it kept the game interesting for players over the years. However, this isn’t the case with the second part. Mods are being created slowly, the editor is inconvenient, and there’s no Steam Workshop support. That’s precisely why people love this series. For example, I enjoy post-Soviet architecture with its brutalism and unique design solutions.”

    I reached out to one of the modders closely connected with modeling and modding for the first game to get their opinion on Cities: Skylines II.

  • “DLC”
    – “At the end of the support cycle for the first Cities: Skylines, Paradox started experiencing issues with expansions. They began receiving fewer and fewer positive reviews. However, they tried introducing new gameplay elements, such as investments, promenades, and hotel management, to the first game. Unfortunately, none of these innovations ARE PRESENT in the second part.

    This is concerning for players who purchased these expansions and were disappointed to find them absent in the sequel. Additionally, it’s worth noting that nearly all new DLCs not only gather mixed reviews but often receive overwhelmingly negative feedback. Hopefully, the developers will identify the issues with the released expansions and address them in future DLCs.”


  • “Seasonal Changes”
    – “This feature had been anticipated since the first game. While it doesn’t radically change the gameplay, it adds variety. It’s delightful to see your city blanketed in snow during the winter, bringing a Christmas vibe, or covered in the rusty hues of autumn. For this, I would definitely give a thumbs-up.”

– “Let’s summarize the changes and answer the question: Is Cities: Skylines II truly a bad game?”




“Conclusion”
– “Cities: Skylines II is an excellent continuation of its series, though not without its flaws and issues. Players criticize the developers, and this criticism is entirely justified. In fact, I believe it should be this way—gamers are trying to guide the developers back onto the right track with their feedback.

However, alongside the criticism, I would encourage giving this game time to grow and improve. Should you play it now, or wait for patches? I would say you should—buy it, play it, especially since Steam is offering free weekends.”
