Point Shop - Animated Background - 314 hidden

Why are they blocked for all German accounts ?
Why not turn black the content on profiles for those who have mature content filtering set to on (e.g. family settings) ?

I dont understand why content like this is blocked and not allowed in Germany:

Valve just blocked games from the point shop that are unavailable for your country. It seems really dumb, since only the game itself is blocked, but I guess they just wanted to avoid having to manually check the items of each game since they might also contain something that got the game blocked in that country. Like LGBTQ themes.
It still sucks, and I think Valve is just being too overly careful there, but that must have been the thought behind it.
