The religion is state Shinto. China is vassal states of the Japanese empire. Japan is not socialist. Siam and some tolerable countries should be members with greater autonomy but others clearly need to be Japanized and closely administered by Japan.

Well, actually, this does mean something. This is the name the Japanese had for one of their "Alliances" in East Asia. You can read about it on Wikipedia...quite interesting.
