Today, in the Royal Palace of Aranjuez, D. Francisco Araujo da Maia, Regent of the Union, and Javert de Barca, 2nd Duke of Barca, signed the Edict of Aranjuez. It rules as follows:

I- The Noble Council, the House of Peers and the Imperial Court will henceforth aid the monarch in dealing with all executive, legislative and judicial matters.
I.1- The Noble Council will be responsible for aiding the monarch in all executive and administrative matters. It will be formed by Lord Secretaries who will have an area of their responsibility.
I.2- The House of Peers, which will assist the monarch in all legislative matters, will be composed by the Iberian nobility and will be headed by a First Lord. Furthermore, only members of the nobility will be able to take part in the elections for First Lord.
II.3- Lastly, the Imperial Court will aid the monarch in all judicial matters and it will be headed by the Lord Chancellor. Moreover, the heads of the House of Barca, the Dukes of Barca, will serve as the hereditary Lord Chancellors of the nation.

II- The city of Madrid will now cease to be the national capital.
II.1- Lisbon will become the executive capital, with the Palace of Mafra serving as the official residence of the monarch and his family. Meanwhile, the Palace of Queluz will serve as the regent's official residence and place of work.
II.2- Madrid will become the legislative capital, where both the House of Peers and the Noble Council will be located. The Royal Palace of Madrid will become the winter residence of the monarch and his family.
II.3- At last, the city the of Barcelona will become the judicial capital, where the Imperial Court will be located.

Earlier today in the Palace of Queluz, Dom Francisco Araujo da Maia, 6th Lord of the Maia and recently appointed regent of the Iberian Union, made his inaugural speech. The most prominent members of the Portuguese and Spanish nobility were present.

My lords and ladies,

The Union is hurt. It is weak and fragile from the numerous injuries that it sustained for the last few months. Wars, crisis and uprisings. Over the ages, they caused the fall of nations, kingdoms and empires.

But we persevered. Weak, yes. But alive and united nonetheless. From the ashes of a chaotic past, a bright future, one of glory and riches, rises. From Buenos Aires to the pueblo of Los Angeles, from Barcelona to Lourenço Marques, from Lisbon to Manila, our flag flutters, sovereign and magnanimous.

I am certain that united, we can return this Union to greatness. It will not be an easy task, but we have been through much worse.

After his speech, D. Francisco left for Madrid, where he will meet with Javert, Duke of Barca, and with Santiago Ramierez-Esteban, director of the Noble Council.

Following my awkward absence in a time of great stress imposed upon the Iberian Union, it is my decision to appoint a Regent King to ule on my behalf while i deal with 'RL' crises of my own. I am well aware my absence has placed tremendous pressue on the Union/(Spain and Portugal) to remain recognised as the official group however unforeseeable circumstances have arisen -as they do, and henceforth i am to appoint D. Francisco Araujo da Maia as Regent King of Spain and Portugal.

I, H.I.M, ஜÁgastas Marck I of 'The Second Spanish Empire'ஜ, Sovereign of the Empire, Electeur De Bavière, Cardinal Benedictus PP. XIV, ‘Defender of the People,’ König von Bayern, Lord Protector, do hereby declare the establishment of the Iberian Union - more formally known as the Imperial Confederation of Collective States. This Union is to effect of immediately combine the independent States and Processions of Spain and Portugal.

The Union, created by the Second Spanish Assembly is to replace the old colonial system. It will confirm the end of the indigenous status of Spanish and Portuguese subjects in colonial areas.

The Iberian Union describes the alliance and confederation of Collective States and groups in joining support of the one imperial State and 'The Second Spanish Empire.'

The Composition of the Iberian Union:

European Spain–Portugal will be devided into departments - States and Provinces, will now pocess their own form of local Governments.

'Old' colonies, notably those of the Caribbean plus the enclaves of Senegal (the Quatre Communes), who are inhabitants, will become citizens.

'New' colonies, including most of Spanish-America, will become Spanish subjects; Brazil too, whose territory is integral to the Second Spanish Empire but whose people will be divided into citizens, mostly of European origin.

Protectorates, which had come under either Spaniard or Portuguese rule by treaty, will now have their own nationalities, and whose rulers will be considered sovereign, including Morocco subject to the Second Spanish Empire.
