This is is not an occasion for many words; but make this announcement on behalf of the Government, and the people will receive it with similar feelings. That will not, however, affect the determination of both Government and people to play their part.

The existence of a state of war with the remaining states of Morocco has accordingly been proclaimed.

Seeking to strengthen the nation through the use of vigorous, long-lasting economic policies, D. Francisco signed today in his office at the Palace of Queluz the Edict of Sintra. Moreover, the edict grants more autonomy to the duchies and establishes new rules regarding the administration of the Armed Forces.


1. Every region generates 100,000 Escudos in tax revenues. 75,000 are destined to the national treasury and 25,000 are destined to the ducal treasury.
2. Every trade agreement provides 25,000 Escudos to the national treasury. Trade agreements between duchies provide 15,000 Escudos to each duke.
3. The upkeep cost is removed from the treasury weekly
4. The income is added to the treasury weekly.
5. Expenses are immediately taken from the treasury.


1. Every Duchy starts off with a National Guard army which is made up of militia units. In order to unlock better trained and equipped units, a barracks must be constructed at a cost of 5,000 Rubles.
2. Every constructed barracks allows the duke to unlock a certain part of his army: 1 barrack allows the recruitment of line infantry, 2 barracks allow the recruitment of cavalry, and 3 barracks allow the recruitment of artillery.
3. Existing barracks can be upgraded at a cost of 7,000 Rubles which would provide an upgrade to more elite units.
4. It costs 50,000 to purchase an army and 10,000 for upkeep. The upkeep for the National Guard starter army, however, is 6,000 Escudos.
5. Army limit is 6 standing armies and 4 navies.
6. It then takes 24 hours to raise, and then 24 hours to reach destination.


1. The Imperial Bank will act as the Central Bank, from which Dukes may request loans of up to 300,000 Escudos. The interest rate will be negotiated between the President of the Imperial Bank and the duke.

People of The Union, you would not understand it if, after listening to the words of the two eminent men who are to visit our nation, I were to keep silent.

I cannot elude the necessity of expressing my lively gratitude, my deep gratitude, both to the illustrious President J.Jackson and to the Prussian Kaiser, for the words which they have uttered regarding their forthcoming visit.

The greater the reckless catastrophe which devastated and ruined one of the richest role playing groups, the more ample and more splendid should be the reparation - not merely the reparation for material acts, the ordinary reparation, if I may venture to say so, which is due to the world - but the nobler and loftier reparation - we are going to try to secure, so that the peoples may at last escape from this fatal embrace, which, heaping up ruins and sorrows, terrorises the populations and prevents them from devoting themselves freely to their work for fear of the enemies who may spring up at any moment.

It is a great and noble ambition that has come to us all. We must hope that success will crown our efforts. This can only be if we have our ideas clear-cut and well defined.

As I have said some days ago, and I make a point of repeating The Kaiser here, that success is possible only if we remain firmly united. We have come here as friends. We must pass through that door as brothers. That is the first reflection which I am anxious to express to you. Everything must be subordinated to the necessity for a closer and closer union between the peoples.
