Saeculum Obscurum: A Late Antiquity Mod

* Remove Iceland (wasn't colonised during game timeframe).
* Fix the blank provinces upon start-up (not really too much of a problem, nor too hard to fix)
* Noricum overhaul (it shouldn't be run by Odovacer at this point, but he should be able to retake it pretty easily)
* Ducal & Kingdom layout of Spain (I'll do this one over the next few days, as it's a bit more tricky).
* Properly fix Germanic Paganism
* Mercs (moar mercs, moar!)
* Get this whole "everywhere is Western Roman Empire" thing sorted.
* Few tweaks to Numida (I'm halfway done with this).
* Add in some more Germanic and Slavic tribes (I'm happy enough to do this).
* Fix internal Germanic borders between tribes (I'm also happy to do this too).
* Start integrating modifiers for stats, (I'll leave this one to riknap if he's happy to do it)
* Reform retinues into something that makes sense.
* Add modifiers for special titles and provinces (for instance, both Constantinople and Rome should have a Senatorial Modifier, which gives a prestige and monetary boost to whoever owns it). The ERE will also have a "Failed invasion of Africa modifier, which cuts down on income and levy size somewhat. Other things like that.
* Start working with Crown laws, for Germanics, Romans and Sassanids.
