Read this before you report: [Updated January 20th]
Unturned is a very buggy game by nature; some of bugs that happen can work in the advantage of one player over another. Before reporting anyone for hacking, please read through this thread and make sure that what they're doing doesn't match anything here.

If you know of any bugs not listed here, please let me know about them with as much detail as possible.


Invincibility A
Caused most often by teleporting [the /home command in particular], these will happen whenever a player's information isn't loaded into your client properly. Your client attempts to damage a player that doesn't exist, rather than the player you're actually seeing.
Fixed by leaving and re-entering the server.
    When shooting a player, your gun makes no flash or sound. Hitmarker appears, but your target takes no damage.
    When meleeing a player, they will take no damage and will never start bleeding. You won't be able to see this player's name/reputation when close to them.


Invincibility B
Caused by latency between players, very difficult to tell apart from actual godmode in a moving target, unless you have access to explosives.
If a target has God-Mode, things which would ordinarily kill in a single hit will still do so, and your target will drop all items, but remain alive and capable of moving around, but not able to pick up their items.
    No real symptoms to list here, but keep an eye out for signs of lag - if you can't drop or pick up items immediately then either you or the server is lagging. If the player you're shooting at is moving in a "choppy" fashion, then chances are that they are lagging badly on their own.


Being shot through a solid object
Hacked gun damage
Caused by latancy between the server and a player. This is not a hack and cannot be hacked anymore. Gun damage is handled Peer-Server-Peer, so people are completely incapable of shooting through solid objects or hacking their gun damage on a server with core files in-tact.
There's also a chance that the person who shot you isn't who you think it was.
    Being shot after you round a corner or hide behind a tree
    Items will fall where the server thinks you were when you were shot
