For some reason I cant comment on the fire burnt scenerio question so Im gonna do it here. To be burnt is to undergo a chemical change, affecting the properties of the material subject to said burn. In an alternate scenario, when something becomes "wet" it is saturated with water, experiencing a physical change. On a technical level, if there is one or more molecule of water on an object, it is wet. Therefore, if two water molecules are attached or adjacent, they are both considered wet. Any amount of water, so long as it is more than one molecule of water, is wet.
