Hey there, had the same issue. I found that it works in window-mode and curiously it'll turn fullscreen nonetheless but still work.
Simply open the downloaded hitman2.ini within the game's directory and change
Window 0
to
Window 1

heres a solution that worked for me. Simply Right Click-> Properties -> Compadibility -> and change it to windows xp service pack 3. hope it helps
When I try to do that, I get an error stating it failed to find steam.
Dont see a Window setting in the .ini file
