Once I get past moving in a week I'd like to get back to working on textures for sure.
and forgot to mention the /printSound in SoundPacks part.

Try with half transparency and see what happens then.
Also "weird sort of missing texture" what is that.
I'll futz around with it tomorrow/after sleeping to check (3:30am here), but will give the half transparency a shot. It's better than nothing for sure.
The weird sort of missing texture is pretty much almost black, but depending on the angle and 3D models around it, it changes a bit, usually to a super dark purple. It acts like a typical purple missing texture, but doesn't look like it at all. (Bright and checkerboardy, ya know?)
Try erasing part of an existing texture (I did it with Ruby's cape made transparent) and you should see what I mean. I ran into it while trying to get rid of something on Ren's jacket, but eventually gave up and worked around it a few months back.
Ah, thanks for the info! Still going to be stubborn and try half transparency, but if it doesn't work I don't need to stress since it just doesn't work.
Edit: Half transparency isn't supported, at least on the default ruby texture.

Either way, that seems like a strange error.
I think you can solve that by:
1. Verify game files in Steam. (get fresh non-modded files)
2. Copy the DLLs you need to reference and move them to another folder.
3. Use the copied ones as references.
(btw make sure you target .net 3.5)
Try that and see if it works.
I need help in acquiring any files associated with the core game. I need this in order to add more stuff to the game. I am a man with high ambitions for modding this game, any help is appreciated.
