It makes it to the in-game start screen waiting for you to 'press/click start' - then crashes with a 'page segmentation fault' windows error message.
Simply enabling "Steam Cloud Save" synchronization get's rid of this particular error.
No need for Physx Legacy re-install, or any Windows voodoo shenanigans. (Works the same on Win11)
As to the error message, you may already have the older 3.5 NET Frameworks that the game needs in order to run. You can check that by opening Windows Features, or by opening a File Explorer window and type Windows Features in the upper right text field. Look for .NET Framework 3.5 and click to enable. Otherwise, click on the 3.5 Runtime installer listed above in comment #1, then restart your computer before testing the game.
This fixed the crashing at title screen for me. Cloud can be turned off again after a successful launch, and the game launches fine subsequently.
