I have a 165hz monitor and changed it to 60hz in the monitor settings before starting the game.
After the game starts you can change it back to a higher refresh rate.

Well it fixed it for me. I had the same issue after windows update this fixed it (2 times). No harm in trying again. He said the old fix no longer works but in fact it does. Has nothing to do with being full screen.
You don't need to be so hostile man, im just giving an upto date fix, that might or might not work. No harm trying... this is a community after all?
Zeusle is just being smug because they have a fix that works for some people. Some people can't appreciate that not all fixes work the same. A sticky plaster doesn't heal every cut and a paper towel doesn't clean every spill.
