Can't play because of resolution

My game starts at 800x600 and I can't change the resolution because the actual icon of the mouse isn't where the click actually happens. And when I manage to click on resolution I can't reach the part where I want to change it because the mouse can't reach over there....

Few questions about game settings.

Hey, for some reason I can't use [ and ] to change gamespeed, is there a way to rebind them? Also the animation around selected buildings, the one with moving spotted lines, is insanely fast for some reason and hurts my eyes. Can I disable or make it static somewhere?...
