How Do I Disable Chat Box in CSS, and Keep It that Way?
I know the command to disable the chat box in current game is: hud_saytext_time 0.

But, i need to type it into console every time i start the game.

How do I keep this on all the time without having to type it in?

Cstrike/cfg
Create autoexec.cfg

Put that command in the autoexec. Its a file executed at every launch of the game

What is the "autoexec." and where can I find it? Im using Windows XP.

It's not in cstrike/cfg by default. You have to create it.

Just make a autoexec.txt file and change .txt to .cfg

Not to sound like a completely inept computer user, but i really have no idea how to do that.

Would you be so kind as to literally give me step by step instructions

Navigate to the following directory (or wherever CSS is installed):

C:\Program Files (x86)\Steam\steamapps\common\Counter-Strike Source\cstrike\cfg

Then create a new text document on your desktop with the directory still open.
Type the following into your text document:

hud_saytext_time 0

Then go to:
File --> Save As... --> autoexec.cfg
Remember to select the file type, "All Files," in the drop-down menu.

Find where you saved your autoexec.cfg file, and then move it to the directory you should have open.
