"10% penalty" is still considered within the realms of efficiency, when compared to a 95% penalty. Im not saying its fair, thats just how its always been when using a higher tiered aircraft to research a lower tiered. That link I provided shows a table that explains the penalty for each rank difference.
When researching one rank ahead, there is no penalty, but when researching one rank below, its a flat 10% reduction from the total RP earned and rapidly gets worse from there. I believe the only way to mitigate this is by using a premium aircraft.
