i am on year 3-4 and have had 2 schools (with 5 teachers each) running for over a year now but every-time i check the kids none of their education levels go up. does it take an incredibly long time or is education broken?

So I was to year 3, doing great, had unlocked the hydro energy, had a stock pile of 4000 coal, and the battery was at max of 3000 give or take a couple since it would fluctuate. When I got a 4 day wind storm. I panicked a bit, but made it through, barely. But then I noticed that I had another wind storm coming (only 1 day was showing at that point) and started to panic again, as I knew there was no way I would get enough stockpiled coal nor get the battery to full again in that time.
