That you need less training with eddy as with jun is not a jun or female problem but a eddy thing. It's a character where pressing the same button again and again is good enough for many players.

Eddy is just a tricky character that nobody plays so nobody knows how to fight him. If you knew the right stuff to abuse with Jun you'd have just as much success with her. (She also got nerfed heavily and was probably top 3 in vanilla.)
Maybe you're right, maybe it's balanced around gender. They want to differentiate from Street Fighter where blonde binches like Cammy have been top tier for over a decade
Your are not different if you do the same gender based balance but with males as high tier^^
