Remote Play - Low FPS Stream
Posting this problem here in case someone has a better workaround (or a solution).

When streaming from PC to Deck after sometime (and only sometimes) the stream lower the FPS (feels like 10 / 15 fps).
It is just the stream, the game is running fine on the Host PC.
It happens "randomly", may be at the start, after 5 minutes, after 1 hour or never happen.

I use mostly Linux nowadays, but have Windows for games that refuse to be good.
The issue happen on both hosts:
- Windows 10 (Steam stable / beta)
- Pop!_OS 22.04 (Flatpak Steam, also stable / beta)

Already tried to disable hardware encoding but the problem seems to becomes more frequent (could be bias, the point is it does not help).

Workaround I have found:

Resize the game window.
- Games in Full screen: Changing the resolution.

- Games in Windowed mode: Change the window size.
Example: Yuzu - Press F11 twice.

For some reason, doing this make the stream full-speed again (most of the time).

Go to your remote play settings and set the frame rate limit to automatic. You can also enable low latency networking. You can also turn on VRR mode in the graphic settings.
I don't know how your streaming steam games from your PC, but you have the option to download steam link for Linux in desktop mode. Then, added to your Steam library.
It does help to connect an ethernet cable with your PC.
From my experience, I find that the optimal graphic settings are mainly affected by your PC build. No matter how intense, the steamed deck consumes the same wattage.
I turned off hardware encoding and it completely fixed the issue

The thing that fixed it for me was to set Framerate to Automatic.
Disable Hardware decoding just made the picture look worse.
