i had the same problem when i first started out. The issue for me was that i was attempting to start online from the RDR2 game menu instead of starting the RDO game. i had to choose "online" from the start up menu or choose RDR2 "story mode" from the start up menu to play each one respectively. i cannot switch between the two, i must go back to the main start up menu and pick the option in the upper right hand corner. if this helps out, great, if it does not, i am sorry to have bothered you.
