How can you make this game full screen? Right now it's at 1/4 size screen.

I like the 768p resolution that is stretched to fullscreen. How can I do this? My monitor is 1920 by 1080. I wanted the soldiers and tanks bigger so I can see them properly. If I alt enter or press f11 the 1366 by 768 window does not go full screen. Ideas....
