I set change dresser storage priority to highest. Set a job on a tailoring table to "make until 0/1" for cloaks.

Pawn takes finished cloak and inserts it into Change Dresser. I can click on the Manage Apparel button and see its in there. Wait about 30 seconds and its gone, and the job is active again.

The author of Change dresser said "Looking at vanilla apparel I see they patch crafting tracking. That's likely modifying base game logic incorrectly."
