09/04/2020: For anyone who still has this issue, this is due to the Androids not having a well defined <neck>. Android's have a custom body part for their torso so it would require an entire redesign to fix it on that end.

However, you can fix this very simply by going into the Apparel_Medieval.xml and adding a <li>Torso</li> tag to line 215. I got the idea from the Vanilla cape recently added in unstable.
