hi. not working. only 16 building slots are unlocked. After max building is done the district/city turns blue and doesn't allow more than 16 buildings.

Does this mod change the starting open slots? Most mods that increase # of slots also increase the starting open slots. (I prefer vanilla # of starting open slots, myself.)

You can edit the maximum yourself in the defines file.
