@underpants966 You just subscribe to it on the steam workshop (press the subscribe-button) then you have to restart the game (maybe let it download the mod) and then you can play it.
Keep in mind tho that it only works in local mode and not online!

I didn't even know they checked that!

Well if you really wanted to I guess you could modify the mod directly. You should be able to find it in /SteamApps/workshop/content/323850/611464849 :)

Sure, all you'd have to do is make a mod doing so; the texture can be found here: /Lib/Assets/Items/VolleyballSheet.png

I suggest looking at the character tutorial to see how to create basic mods:

Tested on the most recent version and it's working fine, I think you need to doublecheck that you're playing a local game and that the mod is enabled under "mods" in the main menu.
