The music is on by default (it's the little clip that plays when you equip the weapon), but if you meant toggling it off, you need to first open the console and then enter "ironman_music 0" in the input box and press enter. Search "how to open console gmod" on Google for help on how to open the console.

Oh, now that I tested it it seems to cut off all previous sounds when playing a new one. If you start flying immediately after equipping the music gets cut off. (also this is definitely unintended, it used to work fine before)
