fleshed out the siren system alot more, added additional parameters, some other neat stuff
added alot of comments to improve the readability of the code

fixed a bug for the sirens and improved the logic (highly recommend switching over to the new logic in this update, the previous logic would cause sirens on multiple cars to be controlled by any other car as long as the siren was enabled once in that vehicle)
